Just 19 homes were being built in Huntington Beach in the first 10 months of 2008, a report from the Construction Industry Research Board shows.

The number hasn’t changed since the figures for September came out.

That’s down from 45 building permits for the first 10 months of 2007.

Tustin, by contrast, has had the most building permits for single family homes so far in 2008: 152.

Brea and Villa Park show just one apiece.

Countywide, there were 1,186 permits issued to build single family homes through October compared with 1,906 a year ago by that time.

Homebuilding in Orange County this year seems to have hit the lowest level since World War II, according to the permit data.
